Revise file menu for loading/saving to computer #3964

From discussion with Natalie...
Now that the gui will be running on the scratch site, the wording of the file commands dealing with local files should return to Upload from your computer and Download to your computer, when it is online. When the gui is in Desktop mode we should have Open, Save, and Save as... (as we do in 2.0).
The current Load from your computer and Save to your computer isn't ideal for either case, but does makes sense in both for now.
