Cannot drag variables or lists to the far right and bottom when the browser window's width is small

Expected Behavior

Variables and lists should be movable to all parts of the project stage.

Actual Behavior

Variables and lists get blocked from reaching the far right and bottom of the project stage.

Steps to Reproduce

Shrink your browser window's width.

Steps to reproduce the behavior:

1. Go to Scratch's editor.
2. Shrink the browser window's width to something like half of the full screen width.
3. Show a variable or list and drag it to the far right or bottom side of the project stage.
4. See variable or list unable to be moved to the far right or bottom side.
