This patch fixes the non token-aware query in the CQL optimization section.
It switches to scylla_storage_proxy_coordinator_reads_coordinator_outside_replica_set and scylla_storage_proxy_coordinator_writes_coordinator_outside_replica_set
And make the query resistant to missing values.
