As Cargo doesn't remove old build artifacts (which aren't compatible between Rust versions), a build cache means a lot of time is spent downloading constantly increasing in size build artifacts, especially on nightly.

When checked on Travis page, it shows total time of "37 min 15 sec" vs "1 hr something" spending about 5 minutes for each target, I think that's a reasonable improvement?
