no longer needed as we will just pass all unconfirmed txs to pending, no need to split them out to pending and queued in txpool_content |

Describe your changes and provide context
To implement txpool_content in the evmrpc, we will need to be able to pull pending txns from the mempool. To do this, we will use the Mempool's UnconfirmedTxs rpc endpoint and it will need to include pending transactions.
