Initial release

This is the initial functional release of a very simple application that nevertheless "does what it says on the tin". The attached zip file contains 32-bit Windows binaries that can be used with a 32-bit or 64-bit Windows OSVR Server (across a wide range of versions - I left the osvr-ver.txt file from the bundled OSVR dlls in there out of principle, but it will basically "just work", no need to try to match versions), and even includes a nice manually-exported HTML copy of the README file for your convenience.
