Remove Python 3.6, 3.7, which have both reached their end of life, and replace them instead with 3.9, 3.10.
It also removes the restrictions on the
numpyversion to avoid the security bot warnings on Github as version 1.11 is anyway no longer relevant. It also updates some of thenumpycode as some functions/methods were renamed/removed.
