Upgrade Jenkins Baseline to 2.426.3 #3

Recommended Jenkins baseline versions change over time. Using a recommended version is important because it receives regular updates, avoids implicitly installed plugins, and allows plugins to take advantage of new APIs.

As of jenkins-infra/jenkins.io#7115 on Feb 21, 2024, the current minimal recommended baseline is 2.426.3.

The previous campaign in this series was #1.
