The rustls upgrade required some changes to enabled features to avoid using the new default aws-lc backend instead of ring. We want to continue using ring since it is pure rust reducing external dependencies.
The rcgen upgrade changes the API around converting from certificate params -> certificates and from certificates to PEM, so we had to adjust our usage accordingly.
