I wasn't entirely certain where I was meant to put the feature flag, and I usually end up having to look up the syntax anyway. Cargo is nice in that it will edit
Cargo.tomlfor you, so this change gives the end user a copy-paste friendlycargocommand that will installshuttle-aws-rdswith the feature flag they want.
