This is an optimisation that prevents sending WhoAreYouRef requests to the service every time a packet has unknown session keys.
A WhoAreYouRef is only requested from the service if we are not already waiting for a response.
Further, this corrects the lrucache such that multiple unknown requests from a node does not restart the WHOAREYOU request timeout.
