There was a problem hiding this comment.
Behat issue was that elemental 5.0.0-alpha2 was being installed, rather than the latest version which includes the fixed javascript. I've since tagged elemental 5.0.0-alpha3 which includes the fixed code.
I manually tested that elemental-bannerblock works on my lcoal
