Extended the simint.f90 Fortran interface to include the 1-electron overlap, ke, and potential terms.

This extends the simint.f90 Fortran interface to include Fortran wrappers for the 1-electron overlap, ke, and potential terms.
It's not necessary, since a developer could write their own interface in their source code, but this might make it easier for people coding in Fortran.
