Description

This adds a condition to the deploy workflow to allow testing via the use of pre-release tags.

Motivation and Context

I ran into some issues on socs with deploying and want to start using a different workflow that would help catch those sorts of issues before deploying official releases.

How Has This Been Tested?

It hasn't, but it's similar to workflow usage on so3g.

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to not work as expected)

Checklist:

  • I have updated the documentation accordingly.
  • Unless I am preparing a release, I have opened this PR onto the develop branch.
