Test did not pass when ran inside WSL(2) because os.release() would trigger.

Issue: When running docker in WSL with docker desktop. Is-wsl would return true.
Fix: added package 'is-docker' to correct this behavior.
Other: fixed a bug in test test 'not inside WSL, but inside Linux' that failed in WSL.
