NEXT Toast Integration Guide and Svelte Component

Description

Implements the following:

• React: integration guide for React-Hot-Toast
• Svelte: a custom component based on the Zag Toast APIs

NOTE: the Svelte solution will be temporary until either Zag or a third party library update to provide a better solution.
