Upgrade docker base image to newer version of alpine.
Upgrade Java to 11 from 8.

This change will enforce the removal of old Java 8 container memory flags:

-XX:+UnlockExperimentalVMOptions
-XX:+UseCGroupMemoryLimitForHeap
