there is no CI set up for github.com/skycoin/skywire-utilities ; or any real reason for the code to be separate there as far as I'm aware. This PR copies the libraries from the other repo into this one. A subsequent PR will change out the imports to use the library at the new location, here.
NOTE: further refactoring may be beneficial as some of the code is redundant. The skywire-utilities/pkg/skyenv constants are set as default values for variables in other packages.
