The governance repository refers to maintainers in various places, but these are not explicitly named anywhere in this repo or any of the slsa-framework/slsa repository.
We should have a convention for listing maintainers (CODEOWNERS?) and adopt it for all repositories in the organisation.

Our governance document lists Maintainers as one of the roles in the project,
but until now who holds that role has not been obvious.
List an initial set of maintainers based on number of contributions (Pull
Requests and Reviews) to the slsa-framework/slsa repository.
