This commit fixes an error thrown by a YubiKey when to signs or decrypts are performed at the same time. To do this, we will use a signer and decrypter protected by a common mutex. Fixes smallstep/certificates#1463

Description
This commit fixes an error thrown by a YubiKey when signs or decrypts are performed simultaneously. We use a signer and decrypter protected by a common mutex to do this.
