I guess return an error will be fine since it will default to u64::MAX https://github.com/paritytech/polkadot-sdk/blob/3c972fc19e14b55e8a077145cf2620bccb0a6f8d/cumulus/primitives/proof-size-hostfunction/src/lib.rs#L39-L40
