The hardcoded list of spammy tlds can't fit every needs. Makes this configurable through a config file.
You can now also raise the karma for tlds you want.
The default config provided keep the same behaviour as before.

I would encourage updating the TLDs with my more recent ones listed in Haraka's karma plugin, and or values recently observed.

Coverage increased (+0.2%) to 49.497% when pulling e5c9d84 on dani:karma_tlds into 260bd6c on smtpd:master.
