CI failure on Windows, libmdbx doesn't build in Github Actions #4

There seems to be a problem with libmdbx building on Windows in a Github Action. I filed erthink/libmdbx#138 .

Until then I'll disable Windows in CI.

@erthink says CMake must be used on Windows.
