Issue/Feature Description:
The user data cannot be modified after user is created.
Unable to edit the description and change the password.

Why this issue to fixed / feature is needed(give scenarios or use cases):
User description may need to be modified and password may need to be changed. At the moment it is not possible to do so.

How to reproduce, in case of a bug:

  1. Go to Identity -> tenants.
  2. Create a tenant.
  3. Go to Users tab.
  4. Create a user.
  5. In the user list click on the Modify link.
  6. Edit the description and password.
  7. Click on Ok. Nothing happens.
