Motivation:
I had planned to officially release version 1.3.13, but our requirements dictate that at least three testing machines are needed for Jepsen verification - a critical step in the release process. Unfortunately, I do not have three machines and therefore cannot proceed with testing. However, due to high demand from users for version 1.3.13, I have decided to release a beta version instead which has not yet undergone Jepsen verification.
