Problem

Need to know transactions' loaded account data size when replay ledger

Summary of Changes

  • accumulates transactions' loaded account data size, avoid double counting non-loader, print transaction signature and accumulated bytes at INFO
    (changes on top of v1.13.5)

Fixes #28863
