Former the root taxon in the sortable taxons tree was displayed as a sortable handle, but it is actually not sortable.
Since we removed skeleton.css and use bootstrap only we need to use the float-right class to pull the action icons in the taxons tree to the right.

Since we removed
skeleton.cssfrom them admin we need to fix the taxons tree action buttonsposition. We need to use Bootstraps
float-rightinstead of Skeletonsright.Also fixes the visual appearance of the root taxon so it does not look like it were sortable.
