Description
warm restart config table is saved when executing sudo config save -y

Steps to reproduce the issue:

sudo warm-reboot
sudo config save -y
Every next reload/reboot will be warm

Describe the results you received:

Describe the results you expected:
sudo config save -y does not save warm restart table so after config reload I expect to get a fully restarted system
