Why I did it

Update submodule for sonic-telemetry, to fix security alert.

e56e9b4 Fix CVE-2021-3121 warning (#96)
bf1be4f [ci]: Support code diff coverage threshold 50% (#94)
64e516c Ported Marvell armhf build on x86 for debian buster to use cross-compilation instead of qemu emulation (#80)
e426388 [ci]: Support azp code coverage (#87)

Checked the submodule change, it can be applied to 202111 and 202106. The release branches do not exist in azure/sonic-telemetry, 202111/202106 do not have any specific features.
For 202012, there is a multi-asic feature, the PR may be not applied to the branch, need to create a new branch on azure/sonic-telemetry, only add the commits relative to security.
Not necessary to change on older branches, no gogo/protobuf security issue.

How I did it
