This patch enables Marvell SDK modules for bookworm. Also updates Marvell libsai debian to version 1.13.0-1.
Why I did it
For enabling bookworm build on Marvell-armhf and fixing #16734

SDK drivers are updated to latest version and compiled for bookworm 6.1 kernel.
How to verify it
Built image from bookworm branch and installed on Marvell platform to verify link UP in "show interface status".
