Why I did it
Debian Bullseye will be released soon. In preparation for moving SONiC to use Bullseye, create the Bullseye slave image.

With this changeset, there should be no functional changes. Buster should still get used, but it should be possible to at least build the slave image by changing
NOBULLSEYE
to0
