What is the motivation for this PR? In this PR, we transition the Baseline test to impacted area-based test, enabling automatic selection of test scripts using pytest marks. How did you do it? Change the yaml file baseline.test.template.yml to use impacted area-based PR testing. How did you verify/test it? For test, you can refer to https://dev.azure.com/mssonic/build/_build/results?buildId=765364&view=results
