Description of PR
Summary:
We recently introduced a new fixture to use debug-shell in cisco-8000 to remove flakyness in the pfcwd scripts that use pfc_gen.py. But the previous PR restricts the new fixture to only T2/modular-chassis. In this PR, we open up the fixture to all cisco-8000, for any topology.
