Does not appear to be needed any longer, and actually prevented me from installing Special K when testing for #893.
Part of work for #893 which is essentially some bug fixing around getting ReShade to work. If this causes problems with other games, we can revert this.
This PR also bumps the vcrun IPAK to use
vcrun2022, however the installation never seems to occur and has to be done manually. Bothvcrun2019andvcrun2022work, but they have to be installed manually from the "Steam first run setup" menu to actually work for some reason.
