Tracer: Minor fixes

Description

Minor Fixes on tracer-related issues.

• Tracer: double-counting step number for step limit frontend#3322
• Tracer: incorrect message when step limit exceeded frontend#3321
• Wrong explanation for logical expression (e.g. true && false, the explanation should not be "AND operation evaluated, left of operator is false, stop evaluation")
