[FR] Support passing postgres db connection username and password as environment variables

It would be easier to implement an external database if in addition to the DATABASE_URL environment variable if there was a DATABASE_USERNAME and DATABASE_PASSWORD variables that could also be passed to the container. With storing the username and password in an AWS secret, and running the container in ECS we have to do additional configuration at startup to make the full connection string including auth.
