Amber Statio - Localized Holopads and Balance Updates

About the PR

• Changed all the holopads to be the localized versions
• Added some additional holopads that I felt were required for this map. Others are welcome to use them.
• Made perma not impossible to break out of.
• Adjusted medbay's layout a little to not be so favorable to wrenched medibot strats
• Removed the auto and proto lathes from engineering.

Technical details

Added some additional entries to the holopad.yml and holopad.ftl to provide the holopads I wanted.

Media

Medbay has been shifted around a little

Engineering has had the lathes removed. This is largely to promote inter-department collaboration. It also opened up the space for me to add an additional engineering locker and EVA suit storage which was a pain point for some folks.

I'm not gonna say what I changed for perma to make it easier to break out of. That is left as an exercise to the reader.
