Utilize Jdaviz.open for the CLI notebook

Description

This PR builds off of #2221 and updates the CLI notebook to use jdaviz.open. This currently BREAKS CLI Mosviz because Brett's original #2124 doesn't support Mosviz. This PR will require our autodetection to work on Mosviz
