Looks like you're doing the right thing to me. From the docs:
--no-sign-request (boolean)
Do not sign requests. Credentials will not be loaded if this argument is provided.

This assumes the remote buildcache url points to a publicly readable bucket. In testing, I discovered that in order to successfully
aws s3 syncthe binaries from the publicly readable bucket, we still need to tellawsclimodule not to load credentials.
