Additional information
I tried directly executing wget https://downloads.xiph.org/releases/theora/libtheora-1.2.0.tar.xz and the connection also fails, but downloading the file through the website seems to work.
There does not appear to be spack-build-out.txt or spack-build-env.txt files in spack-stage-libtheora-1.2.0-qjom425ijdrupamw73zv2v6hinjwbjld so I couldn't upload them here.
