Purpose
This PR is intended to address issue #8170 by adding a
numfig_restartconfiguration option. Whennumfig_restartis activated, then figure numbering restarts every time Sphinx encounters atoctreedirective with the:numbered:option activated.Note: Tests are adapted from the existing
numfigtests (tests/test_builders/test_build_html_numfig.py) with the values modified to reflect the expected output whennumfig_restartis activated.References
