CSPL_2920 - Add support for ARM64 pipelines

• Add arm64 pipelines for smoke and integration testing for ubuntu and AL2023
• Use docker-buildx vs docker build
• Fix bug in testing to use github SHA tag instead of latest. This is caused as run_tests.sh uses the latest tag which can end up using a tag unrelated the current MR.
