This MR adds initial support for SPL Notes.
SPL Notes are built based on the VS Code Notebook Support as well as Splunk UI.
Create a new file with
.splnbextension to create a new SPL Note. There is currently no other way to navigate into an SPL Note, we may add a short command at a later time for that.
