setImportMetadata is not called when ProxyTransactionManagementConfiguration is instantieted (from the second onwards)

Could you elaborate a bit please? Are you referring to scenarios with multiple @EnableTransactionManagement annotations? Is this a recent regression in 4.3.5 as a side effect of #19538, i.e. has it worked in previous 4.3.x releases?
