Since we're currently on Reactor Bismuth snapshots, let's use this ticket for the upgrade to Reactor Core 3.1.3 proper (which includes Reactive Streams 1.0.2) in time for Spring Framework 5.0.3.

Let's keep this ticket open since we're still on Bismuth snapshots, resolving it once we upgrade the build to a stable release (hopefully on Monday).

Okay, the Bismuth snapshots are actually bringing in those versions already but yes we do need to change the build at least.
