Nice to have: scrolling notification banner for us to showcase recent papers using the tool.
Mid term Prof Platten wants to use this to highlight the different uses of predicTCR. This information might be automatically populated from the web whenever we are cited, however it's probably safer to have this as something we simply edit in text format. Possibly using a banner is a bit too obtrusive and 2000 era web 1.0

- news items displayed in carousel which scrolls every 3 seconds
- clicking on an item opens the associated url in a new window
- news items are stored in the file src/assets/news.json for now
- could make it editable from the admin interface in the future
