This will Fallback VV's into [V][V] or [V C][CV]

Before, if the vb doesn't have [V V] alias, it will only fallback to [V], this is a problem when it comes to diphthong VV's they will be only monophthongs.
After, [V V] aliases will fallback to [V][V] or [V C][CV] is the vb doesn't have [V] alias to be a blending VC
