Upgrade highlight.js and tiptap-extensions ...

Dependabot PR'd #2914, but it didn't quite work as it broke bard. tiptap-extensions was requiring an older version of lowlight, which conflicted with the new highlight.

This was fixed in a new version of tiptap-extensions, so upgrading that fixed it.
