this helps mitigate the annoyances of a zero signature in beacon state

Obsoleted by ethereum/consensus-specs#1487 and ethereum/consensus-specs#1491. We will have SignedBeaconBlockHeader instead of UnsignedBeaconBlockHeader |

it's an idea, not sure if it's a good one
