XDRill: Transaction level functions

There is no transaction level example code from the design doc.

• Create new struct for the Transaction level functions

  type Transactions struct {
    transaction ingest.LedgerTransaction

• Create GetTransactions() function or use LedgerTransactionReader()
• Define functions needed for
  • history_transactions transforms
  • history_effects transforms
  • history_contract_events transforms
